Job Description

General Purpose and Scope

Oversees the capacity management, transport design and procurement (via best method among leased, Microwave and Fiber), and capital and contract for Cell Site Backhaul, IMTs and Trunking, and Core connectivity supporting all aspects of the network s physical connectivity needs.

Duties and Responsibilities

* Design, procure and manage installation of transport network needs supporting new, migration and growth of cell sites, switch sites, IMTs, trunking requirements, data network needs, and core connectivity links supporting data network requirements, inclusive of internet access, RIM connectivity, AAA, SS7 and other similar network requirements, as well as the transport needs supporting voice application services inclusive of LD, voicemail, ringback tones, etc.
* Design, procure and manage special projects, and internal capacity and transport equipment capacity requests
* Handle CLLI Code and Point Code requests, initiation of third party ASR facility orders and initiation of interconnection Agreements
* Perform least cost routing designs, diversity analysis, E911 design and disconnect management to provide the most reliable network at the best cost for the company

* Report on general account ledger and account coding of equipment and documentation of circuits in capacity management tools utilized, detailing connections and physical routing
* Review traffic analysis to maintain appropriate trunk and data span capacity
* Analyze and forecast capacity utilization
* Audit and verify circuits
* Manage and forecast budgets
* Manage PUC approval and legal review analysis
* Manage vendor aspect of data service and equipment providers

Required Skills

Minimum Job Entry Requirements

* Bachelor s Degree in Engineering or related field and 3 years professional work experience or 7 years professional level related Engineering/Technical experience; or an equivalent combination of education and professional level related Engineering/Technical experience
* 5+ years experience in Telecommunications industry, specifically in the design, management or procurement of Transport networks
* Knowledge of SONET, TDM Transports speeds and interconnections, industry carriers and transport providers
* Ability to demonstrate knowledge of both Copper and Fiber Optic Transport Systems Interfaces and cabling specifications
* Highly motivated self-starter who can work with little or no supervision
* Excellent organizational, planning, and time management skills with ability to handle multiple projects and a diverse range of co-worker personalities
* Excellent communication, interpersonal, and presentation skills
* Proficiency in MS Office, including Word, Excel, and PowerPoint, Web Browers, Search Engines, and third party web portals
* Capacity to travel; less than 20% of the time

Desired Qualifications

* Previous experience with Transport Circuit capacity management tools
* Knowledge of IP and Ethernet Transport protocols, interfaces and Routing protocols
* Knowledge of WDM, CWDM, DWDM, CDMA, GSM and LTE technologies
* Experience in wireless industry
